UK Needs Clear Digital ID Framework for Public and Private Sectors, Says Open Identity Exchange

The Open Identity Exchange (OIX) has called on the UK government to ramp up its digital identity efforts.
In a letter addressed to Secretary of State Peter Kyle, OIX emphasized the need for a comprehensive digital wallet strategy, clarity on ID usage across public and private sectors, and leadership in cross-border digital identity interoperability.
OIX pointed out that the existing Digital Identity and Attributes Trust Framework (DIATF) is a strong foundation but urges quicker evolution to keep pace with global standards. As mentioned in the letter, according to McKinsey, digital ID could boost the UK’s GDP by up to 13%, highlighting the economic potential.
Gareth Narinesingh, OIX’s Identity Development Director, underscored the value of digital IDs, noting their potential to save businesses significant time on processes like right-to-work checks. Narinesingh said.
“Digital ID can unlock significant value for individuals, businesses, and the UK economy, If the UK wants to enhance its global influence and foster international partnerships, it needs a clear, long-term plan for digital ID.”
OIX’s Recommendations
- Develop a comprehensive system for digital wallets, making it easier for people to store and use important documents digitally such as driving licenses and passports
- Clearly explain how digital identities should be implemented in the public and private sectors, and ensure everyone understands the guidelines and policy.
- Taking a leading role in Cross-Border Identity and making digital IDs work seamlessly across different countries will help boost international trade and cooperation.
- Allow the GOV.UK One Login system to be used by private businesses, making it easier for people to use their digital IDs in more places.
- Ensure that the UK’s digital ID system can work with the EU’s digital identity systems, allowing people to use their digital IDs securely when communicating with EU countries.
- Expedite implementing and developing the Digital Identity and Attribute Trust Framework (DIATF) to align with global standards and practices.
- Provide specific regulations and guidance for different sectors on accepting and using digital IDs.
- Coordinate with international efforts to create open standards for digital IDs, supporting global digital identity interoperability and enhancing trade.
OIX supports the Smart Data Bill, which aims to give customers more control over their data and make it easier for different sectors to share data. The Digital Identity Strategy will benefit greatly from this bill because it will establish a framework for consent-based secure data sharing and improving digital identity efficiency.
